[edit] System of Leadership
The system is fairly simple. The Alluvium Royal Family is quite large. At last count, there were nearly ten thousand members between the ages of 30 and 80 - the age required to become Monarch. Since the Genealogy Ministry keeps track of everyone's genealogy, it is a simple matter to know who is Royal. Out of a population nearing 5 billion, the office is quite extensive, taking up an entire 100-story skyrise in Kingston. Being "Royal" is a simple matter - one has to be blood-related to the founder of the Alluvium Government, Jonas Alluvium. Since the man lived five hundred years ago, he has quite a large number of progeny.
Being Royal isn't the only requirement. Every five years a general election is held to name a new Monarch. Each Royal member who wanted the office, male and female, begins their campaign 18 months prior to the election. incumbent Monarchs are prohibited from running for a second term. Of course, with all political races, there are the inevitable disparaging advert campaigns. However, with the notion that these were all family (some quite distantly), and the fact that the Campaign Ethics Group monitored them, these remarks are few and far between. Generally, the candidate who spoke those remarks fares poorly in the election.
[edit] Guerrilla Movement
Overall, the population of Alluvium Prime does not mind the status-quo of one largely extended family governing over the majority of the planet. Not many people wanted the job anyway - governing 5 billion people was a daunting task indeed.
There are however dissidents. The Guerrillas, as they are known, wish to overthrow the leadership of the "Royals" in favor of the common man. They think it isn't fair to constrain governmental politics to one family, however extended it may be.
Methods of fighting tend to be infrequent terrorist attacks, or small skirmishes. The military far outnumbers and outclasses the Guerrillas, so organized battle is not an option. In recent years, however, they have been stockpiling resources while attacks have diminished drastically. Some speculate they may be planning something big.

There are the usual outlets for media coverage, given the technology - newspapers, televised news, electronic news over the global net, and others.
Two companies control 100% of the planet's media - one is solely under control of the government, the other is independent. The population finds this strategy advantageous as they only need to watch two companies to glean an informed opinion. With these two controlling agencies, inconsistencies between them have reduced to near zero.

There are a number of religions followed on Alluvium Prime. One of which is followed by nearly 90% of the population. This religion focuses on the fact that Alluvium Prime is the only habitable world in the universe. Only here did intelligent life evolve. This belief makes extra-terrestrial life impossible.
Their primary deity is called Maker.
[edit] Space Exploratory Commission
Similar to Earth's NASA, it is an independent civilian agency tasked with exploring the Alluvium system. Founded fifty years ago, the commission works to map and acquire high-resolution photographs of all planetary bodies in the system.

[edit] Icarus Code
When the Commission was founded, The military didn't like the idea that a civilian authority would be able to access high resolution photography of various military bases throughout the planet. So, they put forward a counter proposal: the Icarus Code. It was essentially insurance. At any time, the military could seize control of any compromising assets or products. Of course, the exploratory commission was anxious to get started, so they agreed. For fifty years the military has only used the Code to intercept data on specific locations. Most recently, they seized control of the entire constellation of probes to reconnoiter and contact possible extra-terrestrial visitors.
[edit] Current Events
In mid-2383, the USS Tripoli, a Federation Intrepid-class starship, was forced to make an emergency landing on the planet. The Alluvium Prime military immediately intercepted it and enforced a restricted travel zone around the downed craft.
The military, needing to know if these were guerrillas or extra-terrestrials, took the senior leadership of the Tripoli captive for "interviews." The Monarch himself took an interest in the captives, namely one Captain Tom Paris. After stabbing himself with a letter opener (displaying his red blood), Tom convinced the Monarch that he was indeed from another planet.
The USS Saturn arrived shortly, using a torpedo spread to simulate a solar flare to disable their satellite network. The scientists on Alluvium Prime suspected it was artificial due to some strange behavior of the flare. After rebooting their satellites, the military detected the Saturn and attempted to make contact. Contact was made, though it was limited to the military. It was felt that the public as a whole would be better off not knowing about it.
Some of the Saturn's crew beamed down to assist repairs of the Tripoli, with one individual sent to locate the prisoners. The operative was caught in a botched attempt to gain access to the holding cells, and was held for a prisoner exchange for one of the Alluvium Prime operatives who were stealing technology from the Tripoli.
Meanwhile, General Dalton interviewed the Tripoli's CMO, the last of the prisoners. He had an ulterior motive - his terminally ill son.
With pictures and video spreading about the downed vessel and fears that the guerilla factions have access to advanced technology, the Saturn crew worked rapidly to repair the Tripoli to flight status. Finally they were successful, and after repelling more locals from stealing technology, were able to lift the Tripoli off of the planet to get repaired.
The Prime Directive was preserved as the whole event was played off as special effects for an upcoming movie. Due to the fact that the Tripoli landed in an uninhabited area, few people saw the vessel with their own eyes. Thanks to the skills of the Chief of the Boat, a full-length feature film was created in the holodeck and with rapid post-production using the Saturn's LCARS.
Only a few high-ranking individuals within the Alluvium Prime government know of the Federation's existence as fact. The populace as a whole remains blissfully ignorant.
