| The Commander-in-Chief Distinguished Service Order award is designed specifically as a special achievement award for personnel the Commander-in-Chief specifically wishes to identify as deserving of special recognition where a promotion would otherwise be inappropriate. Personnel should have performed (or should still be performing) outstanding service to the fleet as a whole. |
