Commodore is the lowest Flag rank. It's insignia is one solid pip enclosed by a square. They may also be referred to as Fleet Captain, and are in command of small fleets of vessels, task forces or Federation Sectors.

Commodores may be in command of sectors of space, Starbases, Fleets or Task Forces of vessels, or over specific departments within Starfleet (I.E. Operations, Corps of Engineers, Starfleet Medical, etc...).
