Culture: Mostly a peaceful people, in fact, they have an extreme hated for war. Their nation actually uses Marxist principles. The nation trades with other entities, and then distributes the wealth evenly to the population.
Cyndar hates war. They do not maintain any kind of military to speak of. The closest things they have are the Trade Police and the National Guard. Both of which are police organizations that do the will of the Trade Council and National Council respectively. Cyndar also treasures sovereignty. The only reason why Cyndar joined the Federation is so that they could get military protection from Star Fleet. Cyndar seldom interacts with other Federation worlds except to do business. They never participate in political events that happen in the Federation, even though the Supreme Assembly is the only body they could participate in. On the whole, the United Federation of Planets isn't very pleased with Cyndar. Relations between Cyndar and other Federation entities tend to be quite tense.
Politically, Cyndar has two governments. The National government takes care of all domestic matters. Any goods that are produced for the good of Cyndarians only are controlled by the National Government. In order to produce goods for Cyndar, one must receive a Production Charter from the National Council for that product. The National President's job is to assure that the National Council's will is carried out. He has no veto power. He is technically in charge of the National Guard. The National Guard is a paramilitary police force that distributes National Production Charter (NPC) goods to the populace. They also assure that there is no fraud, corruption, stealing, or other such domestic crimes. If a suspect is arrested for such crimes, they are brought before a court organized by the National Guard. The National Guard's Equivalent to a JAG corps tries the criminal and convicts or pardons the criminal. Only the National Council can overturn the JAG.
The other government is the Trade Government. This government deals with all exports and imports. The Cyndarians are strong believers of Mercantilism. They try to export more goods than they import. The entities in charge of this are the Trade Ambassador and the Trade Council. The Trade Council grants Production Charters for goods that are meant to be exported. The Trade Council also acts as a court for anyone the Trade Police arrest, or takes action against for committing crimes. The Trade Ambassador is in charge of maintaining Trade Licenses. Trade Licenses are documents that are granted to foreign or domestic entities giving them permission to exchange goods with other licensed entities. In other words, a producer of export goods may only trade his/her goods with governments who have a Trade License. Trade Production Charters may only be granted to those domestic entities who have Trade Licenses. So, therefore, in contrast to the National Government, the Trade Ambassador has more power than the council.
The Trade Police, sometimes referred to as Merchant Marines, are responsible for the safety of Cyndar Merchant vessels. The Trade Police is also responsible for quality control on all exports. They also enforce limits on imports and distribute and revoke Trade Licenses. A Trade Police Official has the authority to revoke a Trade License if he/she believes the merchant has violated the law. The Trade Ambassador, the individual in charge of the Trade Police, also trades Merchant Marine services to foreign entities with Trade Licenses. The Merchant Marines act somewhat as a rent-an-army, protecting foreign merchants with appropriate agreements.
There is one organization that is technically a part of the Trade Police and the National Guard. However, since there is little cooperation between the two entities, this force tends to be autonomous. They are the Cyndar Special Forces, or the Katsi. Katsis specialize in Covert Operations, and deal with the cases the Trade Police or National Guard are incapable of dealing with. Katsis, since they are autonomous as both governments have failed in regulating their activity, generally are along with Trade Police units who have been traded off to another government. Katsis never act as Katsis. They are usually disguised as Trade Police or National Guard Officials.
Despite how flawed the government may seem, they are actually pretty good. In over 5,000 terran years of history, the Cyndar have never violated the basic principles behind the Guarantee of Sophant Rights. Cyndarian Government officials are really good at Sophant Rights, and the National Guard rarely knowingly miss-tries anyone. In fact, crime is so low that the National Guard rarely arrests anyone. Even the Katsis have pretty much behaved themselves. Unfortunately, since the Dominion War, the Katsis have been getting somewhat out of hand. With no one in charge of them, they have been doing things like conducting assassination missions against Pirate leaders, and infiltrating foreign militaries, including Star Fleet. The Katsis are incredibly secretive about these missions, and seem to be egged on by the Trade Ambassador who is currently a member of the Rehtadar party. The Rehtadar have been known for their militaristic tendencies.
The Cyndar Government structure combined with their desire for free protection, and the fact that Cyndar has never granted a Trade License to the Federation as a whole (despite the Federation Council's many attempts), on top of the Katsi's recent activities, plus the idea behind a rent-an-army have made the Cyndar quite unpopular in the Federation. Although, Cyndar has never been a problem for the Federation, they have been an annoyance. The Cyndar have attempted to make relations with the Federation easier, but not by much. They do not openly defy Federation Law. In fact, Cyndar is quite compliant, the nation has never flown in the face of the Federation Political Powers. There are Trade Police renegades who have tried, but they have always been punished for rocking the boat. One of the attempts to make relations with the Federation better, was granting a Trade License to Star Fleet. Theoretically, this means Cyndar can build ships and manufacture equipment for Star Fleet. However, the Trade Council has failed to grant the Product Charters required to accomplish this. Cyndar is aloof, and the government is trying to be a good member world, but the citizenry just don’t have the enthusiasm to support this.
As far as the Cyndar culture goes, they are very pleasant people. Everyone who has had the opportunity to have dealings with the Cyndar are very pleased with what they get. Cyndar Merchants are fair and non-aggressive. It is said that "a Cyndarian never trades with a stranger." This is true because Cyndar Merchants will always take time to befriend and get to know their customers. In addition to all of this, they are shrewd business people. Cyndar is one of the most economically prosperous state in the United Federation of Planets
Cyndarian love to party. Nearly half of their year is filled with holidays. Most of these holidays are repetitive and adopted from other cultures (like Chirstmas or Halloween.) But they throw immense parties. A Cyndarian will always invite business acquaintances to huge parties that involve lots of food, music, and games. Anything that looks fun, a Cyndarian will try at least once. They are one of the least judgemental people in the Galaxy. They never take anything at face value, they will always try to get to know people, issues, or whatever they are faced with.
Cyndar People: Cyndarians usually are not taller than five feet (1.524m) for males, four feet for females (1.219m). Individual heights vary about half a foot (.152m). They tend to be broad shouldered and quite stocky. Their bodies, while short, are quite sturdy.
Males usually have no hair on top of their heads, but they do tend to grow white facial hair in the form of goatees. This hair grows rather rapidly and can be five centimetres (.05m) long by the end of the day. The growth usually stops at two decimetres (.2m), or after four days. The goatees are white and are generally groomed to be shorter than five centimetres. Females have silvery hair on top of their heads that usually doesn't grow to longer than two centimetres (.02m).
The skin tone of Cyndarians is purple. This is mostly because Oxygen does not get distributed in the blood cells. The oxygen doesn’t quite get absorbed in the blood stream, it just moves as bubbles with the flow of the blood. This poses two problems for Cyndarians: 1) The Benz is lethal, as they can suffocate, and 2) Bleeding can also lead to suffocation. A Cyndarian with either of these problems is in deep trouble unless medical attention is sought immediately.
Their nostrils split at the cheekbones, and follow the cheekbones to the edge of their face. In essence, their noses form a 90 degree curve around their eyes. One quirk about Cyndarians, is they can't breathe through their mouths, they have to breathe through their noses.
Their eye colour ranges from red to yellow, and everything in between. The gene that controls their eye colour appears to be co-dominant. Although it this co-dominance is quite complicated, as different shades appear.
Cyndarians, mentally, are not very different from humans. The only ability a Cyndarian has over a human is the fact that a Cyndarian somewhat has a natural ability to sense deception in the voice of whoever they are talking to, consciously. They can tell if someone is lying if they listen rather hard. However, Cyndarians are trusting people and it is not in their nature to listen as such. In fact, concentrating on the tones that betray deception is considered unethical. The only organization that tries this are the Katsis, another reason why they are unpopular.
