The Intelligent Counseling Hologram, or 'Dr. Jed' as he prefers to be known, is assigned to SWORD-7 as its counselor. On activation he immediately attached himself to the prototype portable emitter, and ran away.

[edit] BACKGROUND

In 2377, following the success of the Dr. Lewis Zimmerman's EMH program, including reports back from the USS Voyager on the EMH mk.1, Rear Admiral Bezel Indigo created a research program "Project Lightbeam". The project was to look into the other potential uses for holograms aboard Starfleet vessels. One department was focused on adapting the EMH program to psychiatric specialty. Indigo was particularly keen on this department, seeing the potential for helping veterans of the recent Dominion war. The original program proved rather promising, but the Starfleet medical's strict requirements of personality for a counselor set the program back.

In 2379 the project shifted focus into backwards engineering the mobile emitter returned with the USS Voyager. Admiral Indigo was moved to SFI, allowing him to pull strings into restarting the counselor hologram, albeit with a smaller staff. In late 2380 the counseling database was finished, but Indigo saw greater potential for the project and had the team create an additional database, one with restricted access.

By 2382, when the base holographic programming was complete, Lightbeam's original goals were brought back. Indigo released the program to the Engineering corps, but did not disclose the SFI additions. The program was assigned to Commodore Banks in late 2383 as a base model needed to be chosen. Banks, naturally, selected an old friend of his in the form of Erell Jed, his old CMO and partner-in-crime. Erell, having moved back to Earth anyway, agreed to the idea of being used in a project to further counseling, unknowing that it was to involve holograms being created in his image.

Erell took assignment back on the USS Cambrian before the project was finished. Without his knowledge, the Intelligent Counseling Hologram began testing in 2384, and achieved excellent results. After some interference by the now Vice Admiral Indigo, the first prototype (including mobile emitter) was assigned to SWORD-7 and dispatched to Ambler Furry by Banks, without instructions, in a small black box.
