Nomani Nation

The Nomani Nation was a peaceful religious nation, whose constituent races were created(or seeded) by the Progenitor race, millennia ago. There were 5 Great Clans or Houses, in the Nation. The Nomani Nation once existed beyond the Realm of what is now Klingon and Romulan territory. The USS Zodiac is currently stationed in this region of space.

[edit] Great Houses
Before the Grand Inquisitor of the Mastaki convened the First Nomani Council, known then as the Tribal Council, each of the Great Houses, was an interplanetary nation in its own right. Each of the 5 nations had adopted certain common laws and had agreed upon a common force to police thier spacelanes. This predecessor to the Nomani Nation, the Tribal Confederacy, was a loose confederation of the 5 nations that later chose to adopt the moniker of "Great Houses".

This "Sixth Great House" was formed slowly during the height of the Nomani Nation when the highest echelons of the other houses began to work as a separate unit. The Nomani house became an elitist house that the most revered of the other 5 houses were asked to join as a great honor.
[edit] Byanki
This house was a Scientific powerhouse, their members leading the fields of scientific discovery and development. The Byanki were the heralds of technological advancement within the Nomani Nation.
[edit] Kijiki
Medical technology was the foundation of this great house. Their members where few compared to other great houses, however their medical technology allowed them to live for close to twice as long as other members of other great houses.

Voracious warriors, these peoples were the military leaders of the Nation. They often found themselves in situations where their members were the majority of most high ranking military bodies.

The religious leaders, the Persean House introduced the religious doctrine to the Nomani nation. It was this religious doctrine, in part, that eventually led to the downfall of the Nomani Nation, and it is said that the Perseans were well known in the primitive days of their culture for extreme religious persecution, and ancient lore has it that this was the root of the name their race was later given.

Architectural and Engineering Masters, the Hodava have a unique symbiosis with their machines, and can interface with their machine on a intuitive level. If the Bynars and Betazoids were to mate, this great house would have been the result. They are masters of repairing electronic items, as they intuitively know what is wrong with a system, and can sense a developing system malfunction before it becomes a problem. These individuals were normally employed on Military Vessels and stations as Engineers.

Mastaki is a Nomani word meaning "dealers of the law". Mastaki were the Police force of the Nomani Nation.
[edit] Persean Liberation Front
A Rebel entity with the Persean House during the peak of the Nomani Nation, almost 100 years ago. They were the puppeteers within the leadership of the Persean Great house. They often chose to ruin public figures by using religious “epiphanies” and “Dietical Law” passed down to the religious leaders.

A very small group of Nomani who are loyal to the Old Ways, a reference that no one truly understood during the height of the Nation, and any who did outside this faction were surely lost during the Great War. During the great war they Draga were believed to have ascended to godhood, but little Faith is put in this great rumor by anyone in the region.

[edit] Stasky Industrial
With the Great War, the power that the Nomani Council once wielded in the Industrial and Architectural fields waned, and the Stasky Industrial Corporation assumed control of the regions Engineering and construction assets. They control all ship yards and stardock construction facilities. Stasky sells its services to the highest bidder. Economically, this group holds significant power, should they choose to exercise this power, they could very likely cripple and run the region into ruin. Stasky Industrial and Warlord Gasinji are currently at war over financial resources controlled by Stasky Industrial.
[edit] Warlord Gasinji
A product of the forbidden mating of members of two houses, this union occurred during the downfall of the Nomani Nation, he is genetically of the Kijiki, and Vorana Houses, and has been alive for over 70 years (average lifespan is 80 years for the Nomani Houses). He controls 10% of the region of space, and holds close to 40% of the military forces of the region. However his financial resources are few and far between, and the men he holds, are fiercely loyal. However they cannot crew all of the resources he maintains. He was a System Administrator when the downfall of the Empire began.

Ruthless mercenaries, descended from the few remaining members of the Legacy Continuum, their true mission lost to them, decades ago. They have become ruthless and efficient mercenaries with murderous tendencies. Due to Genetic Manipulation during the time of the Exodus, the Legacy Continuum and its resulting descendants mature physically in roughly 12 years. This had the side effect of shortening the average lifespan to 48 years. The Drakari currently posess the most advanced technology in the Nomani Region, which is from the Exodus era, and is comparable to current Federation technology.

Most of their technology is lost, most of their understanding will never be restored, but will need to be relearned. They have the ability to do so, but it will take time to re-integrate parts of their culture back together, and for trust that was lost, and further crushed beneath the feet of the PLF over the last hundred years.
[edit] Previous Government
The Nomani Nation was ran by a Joint Ruling Council of Elders and Elected Officials. This Council ran the highest levels of government in the region and delegated certain matters of authority to Regional Leaders or Regents, and Star System Administrators.
The Ruling Council consisted of the leader of each of the five great houses, plus five elected representatives, and one Appointed member of the Police force, among those 11, the council elected a Chairman by secret ballot. Any change in the Makeup of the council mandated the chairman initiate a new vote for chairman. Every year a vote to keep or impeach the current chairman was conducted, via secret ballot. Impeachment meant the removal of that member of the council, leaders of the 5 great houses, could be impeached and removed from the position of chairman, but could not be not removed from the council.
The Nation was divided into 24 “states”, in which a Regent was appointed to act as a local leader, administering the local aspects of Government, and making up a House of Elders to make decisions on matters that affect the people more closely. These people are appointed by the Council Chairman with a 6 out of 10 vote required to confirm the appointment. Each Regent governed no more than 15 star systems.
System Administrators are appointed by the Regents, and are free to implement governmental forms as they see fit. System Administrators are not part of any special bodies, unless they create them on their planets. These leaders are in charge of entire planetary systems, but are limited to one such system.
[edit] The Legacy Continuum
The Legacy Continuum, was an independent group of spacefaring citizens from the various fledgling nations of the Tribal Confederacy, created by the five houses as a separate entity to police the region and maintain the safety of the spacelanes.
As this Confederacy among the 5 Nations grew stronger, the Tribal Council voted to create a Confederate Police Force, initially the Continuum filled this role, while the intended force was stood up. The group they created was no longer independant and would answer directly do the Tribal Council.
This infant form of the Mastaki was a police force, in contrast to the Legacy Continuum, which was a quasi-military defense force.
Although the Continuum had been a tried and true military force used to deter early invasions by the Klingon and Romulans, the tribal council chose to attemp to force the members of the Continuum to convert over to the Mastaki Force, they felt retraining would be easier if they could convert them.
For a time, the Mastaki Force and the Legacy Continuum co-existed side by side, however only about 1/3 of the orginal Continuum chose to convert to the Mastaki Forces. It was around this time that the leader of the Mastaki, who bore the title of Grand Inquisitor, called the Tribal Council, and proposed the changes that would lead to the formation of the Nomani Nation less than 5 months later.
The emerging Nomani Council ordered the remaining members of the Legacy Continuum to join the Mastaki Police Force, however, almost all of the remaining members of the Continuum chose to leave the region and maintain their free will. The Nation would thrive despite this loss, for over 300 years.
Their return 105 years ago, was the single greatest catalyst in the downfall of the Nomani Nation. As the Continuun began its return to the region, the Persean's were forced to deal with the fact that thier religious doctrine had forced the Legacy Continuum onto the general populace as a religious Myth. The religious doctrine indicated that the gods had protected the region during the infancy of the Nation, and had seen it through until it was powerful enough to defend itself. These same gods were said to empower the Mastaki with their law enforcement "skills" and knowledge, among them the telekinetic, and telepathic powers that most of the Mastaki Forces used to root out liars, and other nair do wells.
The truth was that the Mastaki, unknown to all but the Mastaki Leadership, were genetically engineered from the few members of the Old Legacy Continuum who had shown prowess with those abilities. Infants were created in laboratories, and placed in the wombs of prominent women within the 5 houses. The Continuum members discovered this within weeks of thier return, also learning that based on the genetic memory given to the embryo's, these children would be driven to become Mastaki, and failure to achieve this goal would drive them to insanity and death, a built in failsafe to prevent the knowledge of how the Mastaki kept thier ranks full from being public knowledge.
When the Continuum returned, they brought with them the Law Enforcement "powers" that the Mastaki had been using since the Continuum's exodus. The Persean’s, not knowing better, assumed the Continuum to be their gods returned, and in human form. As the Rest of the Nation brought the returning forces of the Continuum into their houses, and governments, the Continuum brought the truth, a powerful ally of justice.
As the truth began to spread, a rift began to form in the Council, and in the House of Elders, roughly 90 years ago, civil war broke out. The Legacy Continuum brought thier military forces back into the region to assume control and return what they saw as righteous government to the people of the nation.
Two years after the civil war began, the 6 houses had split down the middle, with the Byanki, Persean, and Hodava houses behind the Continuum, and the Nomani, Kijiki and Vorana behind the Mastaki. In the final battle, both sides put it all on the line, and brought thier entire military force to bear, the devastation was complete. Both sides were dessimated, and the fall out would be felt for the next 60 years, with the loss of economical, socio-political, medical, scientific, engineering and all other advances lost.
Individual planets, and star systems were forced to try to make due with the meager resources they could muster, planets with large export industries went bankrupt in weeks, and the people on many planets died of starvation when the shipping corporations could no longer ship goods from places of over abundance to places of need or neccesity.
As the fallout began to lift from the region, the people began to re-discover many sciences, religious beliefs, and as space travel was returning, even the ruins of many space vessels and stations. Their understanding of how to use much of thier new discovereies was limited, and they set out to learn scientific fields that had been long forgotten. Discoveries are frequent and common, but as the emerging factions in the post civil war Nomani Region make advancements in technology, the distrust between factions only grows, increasing the schism between them and decreasing the liklihood of ever rebuilding the once great nation.
