Rachel is the Ships Counsellor on the USS Athena (NCC-80353). She returned to duty after a brief absence.
[edit] BACKGROUND
The third and last child in the family, Rachel was always the overindulged baby of the family. Although her oldest sister lives nearby in Houston and the other sister is still on Earth, Rachel is the child who holds her Cajun culture closest at heart. It came as a great surprise to everyone when she joined Starfleet.
Initial assignment out of the academy was on board the USS Explorer, Captain Julia Garcia commanding. During this period she completed her counseling internship under the supervision of Doctor Eli Washington. She remained on Explorer as ship's counselor. On her last away mission on Explorer, she was abducted and briefly held prisoner by one of the primitive locals. Her best friend from her time on Explorer is Engineering Officer Lt. Jol Merel (Bajoran) who is currently with the Terran Oceanographic Institute. She was briefly engaged to Chief of Security, Lt. Commander Anton Kuryalin. The awkwardness of the break-up led her to request transfer off which was granted by Captain Garcia "with regret."
On board Phobos, became close friends with Lt. Edwin Jones. Jones, also known in hacking circles as The Technomancer, is now fugitive from Federation police. Authorities determined that Rachel had no knowledge of his illegal activities.
During her tour on the Phobos, she was a member of an away team that was ambushed by Romulans and a fellow officer died. Court of Inquiry exonerated Rachel. See attached psychological profile. A short time later, Rachel completed the minimum assignment and requested transfer.

PSYCHOLOGICAL
Extract
Rachel is virtually as intensely logical as any Vulcan but is friendly and easy going. She is fiercely loyal to her friends and anyone she develops an attachment. Not a super achiever though there have never been any negative marks on her record. She is a pacifist who will go to considerable lengths to avoid killing anything.
There was one occasion on Phobos where on an away mission, another officer died, she believes, because Rachel shot an attacker intending to wound rather than kill. The inquest found that she was not at fault. That death haunts her dreams as much as though she had killed the officer herself. You will sometimes find Rachel on the holodeck practising in combat simulations not so much to get to where she can kill but to improve her aim and ability to function understress. Even in holodeck simulations, she can barely bring herself to shoot the holographic beings. Sometimes she replays the events of that day over and over again.
Recommendation Fit for service Report by Lt. Sheanna Jax Starfleet Medical Services
