Captain Rupert M. Banks is the former Commanding Officer of the USS Cambrian (NCC-74986). He is known for his eccentric command style, and is often described as the textbook definition of an idiot-savant. Banks is known to be very fond of fine Scotch (often Chevis Regal) and Cigars (most usually Padron).

Banks was born in February of 2343 to parents William Hamilton Banks III and Cornelia Cadwalader Banks in Devon Township, England.

Rupert was born into a well-to-do British household. From birth, he was cultured: taught to be polite, considerate - a gentleman. However, unlike in most aristocratic families, Rupert was not brought up to discriminate against anyone or anything. Rather, his healthy appreciation for everything around him was carefully nurtured, and from it sprang a fertile imagination. Rupert developed a penchant for fictional writing at a young age, and wrote several successful plays and short stories. He is a moderately well published author on Earth, and still writes to this day.

When he was fresh out of the Academy, Rupert accidentally discovered and later married (albeit intentionally) a woman who was (he thought) destined to be the love of his life. Her name was Anastasia S. Vandergrift. For the first few months of their marriage, she and Rupert lived a happy life onboard the Firehawk and later the Phoenix, where Rupert Fulfilled his duties to Starfleet. However, Anastasia soon became bored with her husband. In 2377, she met Captain Sebastian M. DeVries when he became the Commanding Officer of the USS Phoenix. To her eternal delight, she found that, unlike her current husband, DeVries could not only out-drink her, but that he was also a fox in the sack.

Shortly thereafter, Anastasia filed for divorce with Rupert, citing 'boredom, soberness, and a perpetually limp member' as her reasons. Naturally, Rupert was crushed both by Anastasia's infidelity and the heavy accusations that she'd levied at his 'manhood'. To this day he remains bitter about the subject and anything related.
