The Mission Statement
The collective simulations of Sixth Fleet exist as a forum for all, regardless of cultural background and beliefs, who enjoy the Star Trek genre. Through creative writing and the diverse skills of each of our members, we aim at developing thriving game environments and interactive storytelling for the entertainment of all. In addition to the Constitution Sixth Fleet maintains Fleet Policies that dictates more day-to-day policy while the constitution outlines the foundation of the Fleet.

The Fleet Constitution will contain all primary guidelines relating to the overall operation and structure of the Fleet and its members.
Any changes to the Constitution must be voted on by the Fleet Command Senate, and pass by a 2/3rds majority of its members. *See Voting Procedures below.

Fleet Policies will outline the mundane day to day operation of the Fleet.
Any changes to Fleet Policies must be voted on by the Fleet Command Senate, and pass by a simple majority of its members. *See Voting Procedures below.

2.1 - Fleet Command Senate
Sixth Fleet is governed by the Fleet Command Senate which is composed of every Commanding Officer and Executive Officer from each member simulation, and any members of the Fleet Executive Staff that are not currently simulation command members (hereafter referred to as 'senators').
All Senators may participate in the senate as much or as little as they like, although all are expected to cast votes on issues when required.
The Command Senate is the ultimate authority over Sixth Fleet, and is charged with making decisions in the best interest of the fleet as a whole. This is done by binding votes of all Senate members as needed. *See Voting Procedures below.
The Command Senate is chaired by the Commander-in-Chief, or if he or she is not able (either by leave of absence, conflict of interest, or by other reason) the Deputy Commander-in-Chief. If neither the Commander nor Deputy is able the most senior member of the Senate by rank and/or length of service will act as Chair. The Senate Chair must maintain order and decorous in all debates and discussions, and ensure that issues are raised for discussion in a timely manner. They must also enforce all regulations regarding votes when necessary. The Senate Chair has no more power than any other Senator; they simply have additional responsibility due to their position in the Fleet.
All Senators, regardless of age, rank, or position within the fleet, hold exactly the same power, authority, and responsibility within the Senate. The Fleet Command Senate is a body of peers, and equality is a key element of this.
All Senators hold the following rights (unless otherwise noted):
- Bring any issue to the Senate for discussion and debate.
- Call (motion) for a vote on any issue, or a recall on any decision previously made.
- Second a motion for vote.
- Engage in debates and discussions.
2.2 - Executive Staff
The Executive Staff of Sixth Fleet is composed of the Commander-in-Chief, the Deputy Commander-in-Chief, the Chief of Personnel Administration, the Chief of Fleet Operations, the Chief of Fleet Communications, the Chief of Creative Resources, and the Academy Commandant.
The Executive Staff advise the Commander-in-Chief and Command Senate on matters involving the specific area in which they are assigned to supervise.
Members of the Executive Staff have the same authority and power as any other member of the Senate; they simply have been given extra responsibility over certain areas of fleet operation.
The Commander-in-Chief and Deputy Commander-in-Chief are elected by majority vote every year from eligible members (Article 4). All other Executive positions are appointed by the Commander-in-Chief.
The Command Senate may make a Vote of No Confidence on any member of the Executive Staff by majority vote as needed, and if successful a replacement will be selected or elected as needed depending on the position in question.

3.1 - Role
Sixth Fleet exists as a support structure for the member simulations. Each Simulation may conduct itself in the manner its members consider appropriate without interference from others in the fleet, provided it does not conflict with current articles of the Fleet Constitution and Fleet Policies.
All sims must abide by the guidelines voted into approval by the Fleet. If members of a simulation are in disagreement with the Fleet Constitution, or Fleet Policy they may vote to leave fleet membership as outlined under Fleet Policies.
3.2 - Task Forces
Pending discussion on the reorganization of the fleet’s task forces proper (in early 2012), the current division of the simulations in task forces will remain in effect.
3.3 - New Simulations
The creation of a new simulation within Sixth Fleet, or addition of an existing "independent" sim wishing to join Sixth Fleet shall be at the discretion of the majority of the Fleet Command Senate. Many considerations must be taken into account before a new simulation is created, including (but not limited to):
- Sixth Fleet should be agreeably stable and secure, presently and for the foreseeable future.
- No simulation within the fleet should be in dire need for additional players or in any other way be considered unstable or unhealthy.
- All parties must agree that the proposed simulation is, at a minimum, appealing to a wide audience and that the proposed simulation will likely draw additional applicants to the fleet.
- Ideas for a new simulation from individuals who are not members of the Fleet Command Senate should be presented to the CinC and DCinC, who shall review the proposal and, if he or she deems
appropriate, pass it on to the Fleet Command Senate for further consideration.
The new Simulation shall undergo a 3 month probationary period overseen by the DCinC, or other person appointed by CinC and DCinC. The observer must not be a member of the new sim. Guidelines regarding the requirements of the sim and Probationary Period are found in the Fleet Policies.
The Fleet Command Senate may choose to place a newly formed or under performing simulation as an Associate Simulation. Sims under this banner get partial membership in Sixth Fleet as outlined in the Policies; this includes a fleet webspace and support, but excludes services relative to the recruitment, training and placement of applicants. At the end of a six-month review period, the simulation in question will be reviewed for promotion to Full Simulation status.

4.1 - Required Votes
Voting is required for:
- Election of the Commander-in-Chief
- Election of the Deputy Commander-in-Chief
- Amending the Fleet Constitution
- Overturning a previous vote
- Addition of a new sim
- Votes of No Confidence
- Any other issues the Command Senate Chair deems necessary.
All other issues may be determined by implied agreement (I.E. absence of dissent during debates).
4.2 - Proposals
- Any issue brought before the Command Senate must be put forward as a proposal. The proposal must be specific to the intended issue.
- The proposal must indicate if it relates to the Constitution, Policies, recall of a previous discussion, or other specific area within the Fleet.
- At least one other member of the Senate must second the proposal for it to be opened for debate.
- The Senate Chair will open debate on the proposal, and maintain order during the discussion.
Debates must last a minimum of 5 days before a vote is called, and should not extend beyond one month unless the Senate Chair deems necessary.
4.3 - Voting
- Any Command Senate member may make a motion to vote on a proposal after the minimum time has expired.
At least one other member of the Command Senate must Second the motion to vote. One objection to a proposal will automatically cause a motion to vote. If a proposal receives a second, but no objections no vote is required unless it involves one of the required areas listed in section 4.1 (above).
- The Senate Chair will announce the vote within one day of the proposal being seconded, and write a clearly worded question regarding the purpose of the proposal. (I.E. "Shall the fleet ___", "Do you agree that ___", etc...)
- All votes must last for a minimum of 5 days, and not longer than 14 days.
- All votes shall be worded clearly, and have at least 3 options - (An affirmative [eg, Yea or Yes], indicating support for the proposal, a negative [eg, Nay or No], indicating a disagreement with the proposal, "abstain" indicating either conflict of interest or no opinion), or other options related to the issue being determined.
- No Senator may ever be denied his or her right to vote, for any reason. Additionally, no Senator is required to vote.
4.4 - Voting Quorums
- For a vote to be valid a minimum of 2/3rds of all eligible voters in the Command Senate must cast a vote. If the 2/3rds quorum is not reached, a second vote will be made on the same proposal (with the same wording) within 3 weeks of the original vote.
- The Senate Chair will determine if a simple majority, or other minimum amount will be required to pass this second vote, and all non-voters will be considered as 'abstain' by default.
4.5 - Conclusion of Vote
- After the required voting duration the results will be announced to the Command Senate.
- For any majority vote at least 51% of the votes cast, excluding abstentions must be in favour. This includes changes to Fleet Policy, addition of new simulations, elections, and Votes of No Confidence.
- To overturn a previous majority vote of the Command Senate, no less than 75% of the Senate, excluding abstentions must voting in favour of overturning the previous ruling.
- For amendments to the Constitution, at least 2/3rds of all members, excluding abstentions must be in favour of the change.

5.1 - Prime Duties of all players
All members of Sixth Fleet have established duties and requirements. If for any reason a member fails to meet these requirements they may be subject to disciplinary procedures as outlined in Article 6 of this document.
All members of Sixth Fleet are commonly known as players. The first and most important requirement for every player is to Have Fun! If at any time this game ceases to be enjoyable, the player has a duty to either take a Leave of Absence or resign.
Leaves of Absence should not be open-ended if possible, but allowances may be made depending on circumstances. Exact durations of Leaves will be left to the Command Teams of each sim.
All players shall at all times be courteous and respectful of all other members of the fleet. If acting as a representative of Sixth Fleet (I.E. if you have announced yourself as a member of Sixth Fleet), this rule also applies to all others you have contact with, regardless of media.
No member of Sixth Fleet shall ever, under any circumstance, send any message to a fleet mailing list or by any other means recruit from within the fleet for any simulation which is not a member of Sixth Fleet or for any other fleet.
No member of Sixth Fleet shall ever use an e-mail address, whether personal, private, or public, in a fashion unacceptable to the owner(s) of that e-mail address. This includes, but is not limited to, sending "forwards", joke e-mails, and advertisements.
All members of Sixth Fleet shall at all times respect the fact that profanity is not accepted by every individual and in many cases may be considered extremely offensive. As such, profanity should be avoided whenever possible.
All members of Sixth Fleet shall at all times respect the fact that sexually explicit dialogue is not accepted by every individual and in many cases may be considered extremely inappropriate. As such, sexually explicit dialogue, whether in-game or out, should be avoided whenever possible.
Every member of Sixth Fleet PBeM RPG shall follow the Chain of Command as outlined under Fleet Policies.
5.2 - Commander-in-Chief
To be eligible for the position of Commander-in-Chief (CinC), a player must hold a minimum Fleet Rank of Captain, and have held that rank for a minimum of 1 year.
The CinC shall be nominated, and elected from eligible members of Sixth Fleet, and shall serve a 1 year term. A sitting CinC may be re-elected, but may not serve more than two (2) one-year consecutive terms. The CinC may be elected DCinC following their term and serve consecutively, but a former CinC must wait one year before being eligible for CinC again.
The CinC shall hold the rank of Fleet Admiral for the duration of his/her term. Should they vacate this position they return to their previously held Fleet Rank.
As mentioned under Article 2.1 of this document, the CinC acts as Chair for the Command Senate, and may discipline members accordingly for violations of the Fleet Constitution or Fleet Policies as outlined under Article 6 of this document.
CinC must make a monthly report to the Command Senate on fleet-related activity such as: progress of panels/committees they are on, fleet-related correspondence (I.E. sims requesting to join, fleet partnership requests, etc...). This task may be delegated to the DCinC if needed.
The CinC will appoint all Executive personnel and/or other advisory members of Fleet Administration when needed from those eligible (see requirements below).
The CinC will appoint simulation CO's when needed, with preference going to the outgoing CO's selection, current XO or eligible player within the simulation. If no player on the sim meets the requirements an eligible player outside the sim may be appointed.
The CinC will act as the primary point of contact for other fleets and independent sims when needed. They may then refer the contact to some other member of the Fleet if needed.
The CinC may promote or give commendations to members of the Executive Staff, and CO's as needed based on player service and merit. A CinC may not give a promotion or commendation to themselves.
Promotions of all players above Commander (or its equivalent rank/rate) are at the discretion of the CinC, based on recommendations from relevant sources.
5.3 - Deputy Commander-in-Chief
To be eligible for the position of Deputy Commander-in-Chief (DCinC), a player must hold a minimum Fleet Rank of Commander, and have held that rank for a minimum of 2 years.
The DCinC shall be nominated, and elected from eligible members of Sixth Fleet, and shall serve a 1 year term. A sitting DCinC may be re-elected, but may not serve more than two (2) one-year consecutive terms. The DCinC may be elected CinC following their term and serve consecutively, but a former DCinC must wait one year before being eligible for DCinC again.
The DCinC shall hold the rank of Admiral for the duration of his/her term. Should they vacate this position they return to their previously held Fleet Rank.
The DCinC shall act as Chair of the Command Senate should the CinC be unable to fill that role, either by conflict of interest or absence.
The DCinC shall temporarily fill other vacant positions in the Executive Staff until said position is filled.
When needed the DCinC may act as Liaison to other Fleets, or serve other roles requested by the CinC.
The DCinC may promote/award the CinC based on popular support from the Command Senate (taken by off-list poll or other informal ballot if secrecy is desired).
5.4 - Chief of Personnel Administration
To be eligible for the position of Chief of Fleet Personnel Administration (CPA) a player must:
- Hold a minimum Fleet Rank of Commander for a minimum of 1 year.
- Be a member of Sixth Fleet for a minimum of 1 year.
To this end, the CPA is responsible for:
- The assignment of new applicants to the Academy, based on criteria outlined in Fleet Policies;
- The assignment of new applicants and / or players graduating from the Academy to Fleet Simulations based on each simulation's needs and player requests;
- Assisting Sixth Fleet members in intra-Fleet transfers;
- Overseeing the Academy Graduation registry, list of Command School Graduates and the Sixth Fleet Hall of Fame.
The CPA sends a monthly activity report to the Command Senate.
The CPA shall oversee the treatment of applicants through the entire placement process as defined by the relevant fleet policies.
5.4a - Assistant Chief of Personnel Administration
The CPA may appoint an assistant if needed; the Assistant Chief of Personnel Administration (ACPA) must:
- Hold the minimum Fleet Rank of Lieutenant Commander.
- Be a member of Sixth Fleet for a minimum of 1 year.
5.4b - Personnel Administration Officers
The CPA may appoint additional personnel as needed to help with personnel administration matters and projects, with absolute exception of the placement process that shall only be handled by the CPA and ACPA.
Personnel Administration Officers must:
- Have a minimum Fleet Rank of Lieutenant.
- Be a member of Sixth Fleet for a minimum of 6 months.
5.5 - Academy Commandant
To be eligible for the position of Academy Commandant (AC) a player must:
- Hold the Fleet Rank of Commander or above for a minimum of 1 year.
- Be a member of Sixth Fleet for a minimum of 1 year.
- Have a minimum of 1 year experience as an Academy Instructor, OR have graduated at least 20 cadets.
The AC must create and maintain a curriculum for the Academy and Expansion Courses as well as ensure that all applicants and players directed to the Academy for training are attended to, in accordance with relevant Fleet policies.
The AC will supervise Command School in all administrative and organizational matters.
The AC will work in conjunction with the Fleet Operations and Creative Resources departments to ensure that basic information and resources are available, providing content that is informative and current.
The AC must make a monthly activity report to the Command Senate.
5.5a – Assistant Academy Commandant
The AC may appoint an Assistant Academy Commandant (AAC) as needed. The Assistant must meet the same minimum requirements as the AC.
5.5b – Academy Instructors
To be eligible for the position of Academy Instructor a player must
- Hold the Fleet Rank of Lt. Junior Grade for a minimum of 3 months.
- Be a member of Sixth Fleet for a minimum of 9 months.
Instructors help the AC create and maintain a curriculum for the Academy and Expansion Courses, and train new players assigned by the AC using the designated curriculum, in accordance with relevant Fleet policies.
5.5c - Senior Command School Instructor
To be eligible for the position of SCSI a player must:
- Hold the Fleet rank of Captain or above
- Have experience as a GM for a minimum of one year
- Be a member of Sixth Fleet for a minimum of one year
The Fleet Command School is a subdivision of the Fleet Academy. It is led by a Senior Command School Instructor (SCSI) appointed by the AC in agreement with the CinC and DCinC.
The SCSI reports to the AC for all administrative and organizational matters.
The AC or ACA may be appointed cumulatively as SCSI under the same conditions and minimum requirements.
The SCSI must maintain a curriculum for Command School as well as ensure that all applicants directed to Command School for training are attended to in accordance with relevant Fleet Policies.
The SCSI may appoint Command School Instructors as needed. Command School Instructors must meet the same minimum requirements as the SCSI.
5.6 - Chief of Fleet Operations
To be eligible for the position of Chief of Fleet Operations (CFO) a player must:
- Hold a minimum Fleet Rank of Commander for a minimum of 6 months
- Should have some prior experience designing and maintaining websites.
The CFO must make a monthly report to the Command Senate on recent activity occurring in the Operations Department.
The CFO shall be responsible for maintaining Fleet message boards, forums and wikis.
The CFO may appoint others to assist as needed, but the CFO retains responsibility for all areas and must make corrections when needed.
5.6a - Director of Fleet Resources
The Director of Fleet Resources (DFR) is responsible for maintaining the Fleet-Level website, servers, lists and related services. The DFR will assign space on the Fleet server for simulations that need webpages, and Fleet e-mail addresses or mailing lists when and if needed.
The DFR must make a monthly report to the Command Senate on changes / additions to the main fleet website and related services.
The DFR is not a specific Executive role, and may hold any Command or Executive Position.
5.7 - Simulation Commanding Officer (CO)
To be eligible for the position of Simulation CO (CO), a player must hold a minimum Fleet Rank of Commander, have held that rank for a minimum of 6 months, and should have graduated from, or be eligible for Sixth Fleet Command School.
A CO may hold the position in an Acting capacity until they have graduated from Command School, and is granted 6 months time period to complete the requirements listed in this section.
The CO is the most senior member of each Simulation, and may create guidelines for their simulation as needed - provided they do not conflict with the Fleet Constitution or Fleet Policy.
The CO must ensure that the simulation remains healthy and fun for its members.
The CO has the ability to make all decisions regarding the simulation they are over, and the players which make up its crew. This includes promotions, commendations, and discipline - provided they do not conflict with the Fleet Constitution or Fleet Policy.
The CO will create and maintain a website for their Simulation, or appoint someone to fulfil this requirement as needed, but the CO retains overall responsibility for content of the site and must make or request changes as needed.
The Simulation website should conform to established Fleet Canon whenever possible. The CO, or appointed simulation representative should work with the Department of Creative Resources to resolve any differences as needed.
The CO will create and maintain relevant mailing platforms for the simulation. It is recommended that the Fleet CinC and DCinC be added upon request. Invitation or approval of all list members is at the discretion of the CO and members of the simulation Command Team.
The CO may appoint his/her XO and Command Team members as needed from those eligible, or able to meet the eligibility requirements.
The CO will be responsible for providing simulation reports in conformity with the relevant Fleet Policies.
5.8 - Simulation Executive Officer (XO)
To be eligible for the position of Simulation XO (XO), a player must hold a minimum Fleet Rank of Lieutenant, have held that rank for a minimum of 6 months, and have graduated from; or be able to complete Sixth Fleet Command School within a reasonable amount of time.
All simulation XO's will be appointed by the CO of each sim.
The XO is the second-most senior member of the simulation, and is responsible for the management and operation of their simulation in cooperation with the CO.
The XO shall advise and assist the CO with any areas of simulation management if requested, within reason.
In the absence of the CO, the XO shall assume temporary control of the simulation.
5.9 - Simulation Command Team Members (other than CO & XO)
A simulation's Command Team must be composed only of members of the simulation.
The CO may appoint Command Team Members at his/her discretion, though advice should be sought from the current XO.
Command Team Members assist the simulation CO and XO in managing the simulation in whatever function is requested. This may include, but is not limited to: Running missions, writing reports, writing news articles, maintaining/designing all or part of the simulation website, welcoming new players.
5.10 - Department of Creative Resources
The Department of Creative Resources is the Fleet-level body tasked with incorporating Fleet Canon (including Simulation events) into known Historical Star Trek Canon. And will assist Sim Command staff in matters relating to Fleet Canon / Star Trek Canon.
The Department of Creative Resources replaces the six former Fleet Corps and Bureaus (Sixth Fleet Engineering Research and Design Bureau, Sixth Fleet Intelligence Bureau, Sixth Fleet Strategic Security Corps, Sixth Fleet Marine Corps, Sixth Fleet Science Bureau, and Sixth Fleet Medical Corps) and consolidates responsibility for Fleet Canon into a single entity.
The Department of Creative Resources is lead by the Sixth Fleet Chief of Creative Resources (CCR), who serves at the discretion of the Commander-in-Chief (CinC).
5.10a - Chief of Creative Resources
To be eligible for the position of Chief of Creative Resources (CCR) a player must hold a minimum Fleet Rank of Captain for a minimum of 1 year.
The CCR will chair the Department of Creative Resources. A committee tasked with incorporating Fleet Canon (including Simulation events) into known Historical Star Trek Canon.
The CCR must make a monthly report to the Fleet Command Senate on recent activity occurring in the Canon Committee (I.E. overview of discussions/decisions), and appointment of content advisers.
The CCR will maintain an area of the Fleet Website and/or Memory Zeta relating to Fleet Canon and general timeline to make the information available to the fleet populace.
The CCR may appoint advisers for content areas (Engineering, Marine, Medical, Science, etc...) as needed, and act as liaison between Sim Command staff and Content Chiefs. The CCR has the discretion to commission and decommission subcommittees to handles specialized areas and determine their mandate, as well as appointment of Content Chiefs or Sub Committee Directors.
The CCR maintains a degree of freedom over the daily operations and specific mandate of the Department of Creative Resources. The general mandate is directed to the CCR by the Fleet Command Senate.
The CCR is a member of the Fleet Executive Staff and is a Senator by Mandate with full voting privileges should they not be a Senator by default of another position. (Ie: Not a sim CO or XO.)
5.11 - Chief of Communications
To be eligible for the position of Chief of Fleet Communications (CFC) a player must hold a minimum Fleet Rank of Commander for a minimum of 6 months.
The CFC shall be responsible for internal and external public relations, managing the Sixth Fleet's public image and relationships, and coordinating the Fleet's recruitment efforts.
The CFC is a member of the Fleet Executive Staff and is a Senator by Mandate with full voting privileges should he or she not be a Senator by default of another position (i.e. not a simulation Commanding or Executive Officer).
The CFC must make a monthly report to the Command Senate on recent activities of the Department of Fleet Communications.
The CFC must to the extent possible consolidate all communications assets under a single Internet identity.
The CFC must maintain a database of communications assets (mailing lists, social media accounts, etc.) developed on behalf of the fleet.
The CFC must transmit a copy of this database to the CinC and DCinC quarterly, ensuring that they share full access to all assets in order to prevent potential loss of assets and the degradation of the fleet identity on the Internet.
The CFC must represent, and cause the Department of Fleet Communications to represent, the image of the Sixth Fleet with the utmost care, keeping in with all proper standards of behavior and tolerance.
The CFC may appoint others to assist as needed, but the CFC retains responsibility for all areas and must make corrections when needed.

6.1 - General Guidelines
All officers and crew of Sixth Fleet, including affiliated simulations, must follow all Sixth Fleet Policies and Constitution at all times.
Officers may only discipline those under his/her area of authority:
- The Fleet CinC, or DCinC may only discipline members of the Executive Staff or the Command Senate.
- The CFP may only discipline staff members Fleet Personnel Department.
- The CFO may only discipline members of the Fleet Operations Department.
- CO's & XO's may only discipline members of their simulation. Demotions on a sim level do NOT affect a player's standing on other sims unless the offense would warrant a fleet ban.
6.2 - Simulation Discipline
It is the responsibility of the simulation's Commanding Officer to ensure that his or her crew follow all fleet policies, rules, and regulations. If a Commanding Officer fails to maintain discipline and uphold fleet policies amongst his or her crew, that Commanding Officer may be held responsible for said misconduct.
A Commanding Officer may create additional rules for his or her simulation, so long as these new rules do not conflict with any fleet policies. In the case of superseding existing policies, a CO may establish rules that are more restrictive than fleet policy, but not less restrictive.
Disciplinary procedures and punishments for a simulation are at the sole discretion of the Commanding Officer, although advice should always be sought from relevant internal and external sources.
A Commanding Officer is required to notify the CinC and DCinC of all major disciplinary incidences on-board his or her simulation. (Minor infractions, such as a small disagreement between crew mates or an unexpected one-time AWOL of a crew member need not be reported.)
A Commanding Officer is required to notify the CinC and DCinC before removing/firing the simulation's Executive Officer.
6.3 - Command Senate / Senior Staff Discipline
It is the responsibility of the Commander-in-Chief and the Fleet Command Senate to ensure that all members of the fleet follow fleet policies, rules, and regulations.
If an immediate superior fails to maintain discipline and uphold fleet policies amongst his or her staff, that Staff Officer may be held responsible for said misconduct.
The Fleet Command Senate may discipline any member of the fleet via a majority vote.
Dereliction of Duty: Because members of the Fleet Command Senate serve at their pleasure, Senators are not subject to a charge of Dereliction of Duty in their capacity as members of the Fleet Command Senate. However, any member of Fleet Executive Staff may be charged with Dereliction of Duty if that officer has grossly neglected his or her duties. (Note: The Fleet Command Senate is the only body that may; via a majority vote, charge members of the Executive Staff with Dereliction of Duty.)
6.4 - Appeals
Only a three-fourths majority vote of the Fleet Command Senate can overturn a decision made by a disciplinary authority.
In cases of Fleet Staff discipline, appeals may be made to the Commander-in-Chief, who may, at his or her discretion, grant a pardon and reverse the punishment. Additionally, if significant evidence exists to prove that a superior Staff Officer punished an officer for a transgression that said officer did not commit, the Fleet Command Senate may (via a three-fourths vote) reverse the Staff Officer's decision.
If an officer has been reprimanded/punished by a Senior Staff officer for a transgression that occurred in the service of one of the Fleet Departments (e.g., Fleet Academy, Fleet Operations, etc...) the Commander-in-Chief may, at his or her discretion, pardon said transgression if sufficient reason exists.
In cases of simulation discipline, the Commanding Officer's decision is considered final and ineligible to appeal. However, if significant evidence exists to prove that said Commanding Officer punished a crew member for a transgression that he or she did not commit, the Fleet Command Senate may (via a three-fourths vote) reverse the Commanding Officer's decision.
A Commanding Officer may remove from his or her crew any individual for any reason. Removal is not subject to appeal, and may not be overturned by any fleet authority, including the Fleet Command Senate.
Senior Staff officers serve at the sole discretion of the Commander-in-Chief, and he or she may "hire" and "fire" Senior Staff officers at any time for any reason. These decisions may not be overturned by any authority, including the Fleet Command Senate.
Any Staff member about to be disciplined may make their case to the Executive Staff (CinC, DCinC, CFO, TFAs) either in person, or by proxy prior to said discipline being meted out.
6.5 - Punitive Measures
There exists three forms of punishment within Sixth Fleet. Suspension, Demotion and Removal.
- A Suspension is any temporary restriction place upon a player. This may include moderation of posts on a simulation, Command Senate or Department. A specific duration will be set based upon the infraction committed.
- Demotion is the reduction in rank/rate of a player. Depending on the infraction the demotion may be one or more steps in the rank/rate structure. Demotions on a Sim level do not affect the player's rank on other Sims.
- Removal may come in several forms: Removal from a position, Removal from a Sim, or Removal from the Fleet (also referred to as a Fleet Ban).
Each player is entitled to one warning for any infraction of the Fleet Constitution, Fleet Policies or simulation guidelines. Repetition of an infraction is grounds for one or more punitive measures.
Punishments may be combined if necessary, (I.E. moderation of posts and demotion) depending on the severity of the infraction.
6.5a - Suspensions
Suspensions may be issued for most minor rule infractions such as using profanity, violating a simulation's content rating (I.E. sexual or violent posts), etc...
6.5b - Demotions
Demotions may be issued for repetitive minor rule infractions, or for more serious rule violations (I.E. Ignoring the Chain of Command, verbal attacks/abuse on other players), etc...
The CinC may issue a Demotion to simulation CO's or XO's for Dereliction of Duty if they repeatedly fail to maintain guidelines established for simulations within Sixth Fleet.
6.5c - Removals
Simulation CO's may remove a player from any position at his/her discretion.
Simulation CO's may remove a player from their simulation if the situation warrants, at his/her discretion.
The CinC may remove a CO or XO from command for serious or repetitive failure to maintain guidelines established for simulations within Sixth Fleet. (See Fleet Policy for protocols dealing with removal of a Simulation CO/XO)
Only the Command Senate may issue a Fleet Ban for the most serious of rule violations. Such violations include, but are not limited to:
- Repetitive verbal abuse/attacks on a other players.
- Hacking a Fleet Website, including Simulation sites.
- Attempts to undermine/destroy the authority of Fleet Executive Staff, or simulation CO/XO's in hopes of personal gain.
To issue a Fleet Ban, the majority of the Command Senate must vote to approve. Players subject to a Fleet Ban will be removed from all fleet lists by each Simulation CO / XO or moderator.
